Since the ELD Mandate went into effect, compliance managers must ensure that their fleet remains in compliance with HOS regulations or face hefty consequences. Penalties for being out of compliance include fines (possibly multiple thousands of dollars), low Compliance, Safety, and Accountability (CSA) scores, and even being shut down by the Federal Motor Carrier Safety Administration (FMCSA).
By creating a workflow to address HOS Violations in your Samsara dashboard, you can:
- systematically address risk areas
- resolve violations swiftly
- identify if additional training or processes are needed for recurring violations
We recommend reviewing your Compliance Dashboard every day to ensure your fleet avoids noncompliant behaviors and resolves violations. Every compliance manager should be able to answer the following questions:
- How many existing violations does my fleet have?
- How many hours of unidentified driving time does my fleet have?
- How much of my fleet’s unassigned driving has been managed?
- Which drivers have the most violations?
Things to Consider
- Who will be responsible for reviewing this report on a regular basis and acting on its results?
- What are your performance targets for each gauge? What percentage of in-violation driving logs or unassigned driving/segments should trigger management action?
- What should that response look like?

- This dashboard is preset to a rolling 8-day period meaning that all percentages and data visible will examine the last week’s worth of data. This timeframe cannot be adjusted.

- Use the Compliance Dashboard's audit risk banners (Figure D) to isolate issues that require immediate attention. This information will help you prevent unnecessary fines or penalties during inspections or audits.
Common types of audit risks detected:
- Incomplete dashboard configurations
- Missing DOT information
- Missing Driver License information (driver’s license number and the State of jurisdiction that issued the driver’s license)
- Vehicle VINs
- Incorrect or incompatible cable connections that aren’t sharing appropriate ELD/diagnostic data
- Use the Unassigned HOS report to view, assign, or annotate unassigned HOS segments.
How are unassigned HOS segments generated?
- An unassigned segment is generated when a “regulated” vehicle drives over 5mph and has no driver signed in via the driver app.
- Movement is based on ECU speed, but will fall back to GPS speed if ECU is unreliable or missing entirely.
- An unassigned segment is terminated after the vehicle reaches <5mph for 5 minutes or a driver signs into the app before 5 minutes of <5mph has been reached.
Things to Consider:
- Fleets subject to ELD must manage unassigned segments. These unassigned segments must them be actioned by either:
- Assigning to a driver
- Annotating as a non-driving move
- Per ELD mandate, you must manually assign all unassigned segments.
- However, to expedite assignment, you can configure Camera ID to automatically detect drivers to suggest for unassigned segments.
- If the driver was assigned to a trip, this correlation does not automatically assign the corresponding unassigned HOS segment.
- However, if you assign an unassigned HOS segment to a driver, Samsara automatically assigns that driver to the corresponding trip.
Take it to the next level:
- Leverage geofences to automatically annotate unassigned segments for particular locations. To do this, set the geofence Address Type to “Yard”.
- Configure a HOS Violation alert to get notified when a driver is nearing a HOS violation.
- Configure an Unassigned Driving alert to get notified when a vehicle moves without an assigned driver.
